The USPTO is a federal agency in the Department of Commerce. The agency is consolidating its facilities from 18 buildings spread throughout Crystal City in Arlington, Virginia, to five interconnected buildings in Alexandria, Virginia. The USPTO began occupying the first two buildings in December 2003, and full occupancy is scheduled by mid-2005. The office employs over 6,500 full time staff to support its major functions--- the examination and issuance of patents and the examination and registration of trademarks. The USPTO has evolved into a unique government agency. Since 1991--under the Omnibus Budget Reconciliation Act (OBRA) of 1990--the agency has been fully fee funded. The primary services the agency provides include processing patent and trademark applications and disseminating patent and trademark information.
Through the issuance of patents, the USPTO encourages technological advancement by providing incentives to invent, invest in, and disclose new technology worldwide. Through the registration of trademarks, the agency assists businesses in protecting their investments, promoting goods and services, and safeguarding consumers against confusion and deception in the marketplace. By disseminating both patent and trademark information, the USPTO promotes an understanding of intellectual property protection and facilitates the development and sharing of new technologies worldwide.

The Berkeley Orthopaedic Biomechanics Laboratory, in the Department of Mechanical Engineering at UC Berkeley, was established in 1993 with three broad goals: 1) to educate students in performing independent, high-quality research in orthopaedic biomechanics; 2) to apply the principles of engineering mechanics to understand basic biological processes and mechanisms related to the structure and function of bone; and 3) to apply the principles of mechanical engineering to the design, analysis, and development of bone-prosthetic systems. Congruent with our emphasis on collaboration, our laboratory is closely associated with the medical school at UCSF (particularly the Department of Orthopaedic Surgery) with which we have a number of ongoing joint projects. This collaboration provides input from surgeons, radiologists, biologists and other bioengineers, and provides our students with first-hand experience in various clinical aspects of biomechanics.

In 2003 Abbott acquired IVS and brought StarClose into the Abbott Vascular/Perclose division in Redwood City, CA. StarClose was selected for the 2005 Medical Device Excellence Award (MDEA) for its innovative design and outstanding closure performance. The Abbott StarClose product is a device for femoral artery closure. PEC was a principal consultant to IVS/Abbott on this development. PEC services included mechanical design concepts, nitinol material issues, finite element analysis (FEA) design evaluation, failure analysis and life prediction.

Description of Abbott (IVS) StarClose product. The StarClose Vascular Closure System delivers an extravascular nitinol clip to close 6 French puncture sites in the femoral artery via a through–the–sheath (TTS) approach, leaving nothing behind in the vessel that could cause blockages later.
TTS expedites the closure procedure by removing extra guide wire insertion and sheath exchange steps and minimizing exposure of the sterile clip to the skin, allowing interventionalists to use the very same pathway established during the catheterization procedure to deliver the flexible nitinol clip directly to the puncture site. The StarClose Vascular Closure System consists of the Clip Applier, Introducer Set and Exchange System.
